Project "Development of the partnership between Chuprene and Calafat" BG2005/017-455.01.03.01.04

Beneficiary: Municipality of Chuprene 

Objectives of the action:

The overall objective
of the action is to maintain long – term partnership on local level between the municipalities of Chuprene and Calafat for the implementation of common cross-border activities and initiatives.

The specific objective is to stimulate the development of the economic and tourist potential of the two municipalities as a peripheral trans-border region, through developing a common cross-border structure for the development and implementation of joint projects, stimulating the cultural exchange in the tourist field, agriculture, local economical development and planning.

·       Association “Local Employer of Small and Medium Sized Enterprises” (PLIMM) Calafat – Romania;
·       Foundation for Development of North-Western Bulgaria - Montana

Target group(s):
·       Amateur performers from Chuprene and Calafat- 80 people;
·       Enterprisers from Chuprene and Calafat  – 30 people
·       Municipal administration - Chuprene  – 18 people
·       Municipal administration - Calafat  – 12 people
·       Agricultural farmers   – 40 peopleYoung people till 30 years of age – 20 people

Direct beneficiaries :
·       Enterprisers from both municipalities – 100 people
·       Municipal administration - Chuprene  – 18 people
·       Educational institutions – 8
·       NGO – 5

Final beneficiaries are the population and the wide public of the whole region covering the territories of the two municipalities as well as the other cross border authorities.

Estimated results:
The following common concepts and programs will be elaborated: 

·       Operational Tourism Development Program of Chuprene and Calafat Municipalities 2007 – 2013;
·       Program for Preservation and Maintenance of Romanian Cultural Monuments in Chuprene Municipality and Bulgarian Ones in Calafat Municipality;
·       Program for Support to Honey Production in the Region;
·       Marketing Campaign for Investment Attraction in the Region 

These programs and activities will contribute to:
·       Expanding cooperation between both organizations;
·       Implementing common projects and initiatives;
·       Investment attraction;
·       Tourism development and increasing tourist flow to the region;
·       Improving cooperation between businessmen and manufacturers on both sides of the border;
·       Improving local economic development  

Main activities:
1. Forming the project implementation team.
2. Creating Cross-border cooperation centre “Chuprene”
2.1.
Registration of the centre as a NGO according to LPNCL.
2.2.  Provision of an office and staff
2.3. Office furniture
2.4.
Web site of the Centre

Cooperation between the municipal administrations
3.1.
Periodical work meetings
3.2.
Accepting a work calendar and Guidelines for joint work
3.3.
Joint training of municipal administrations
3.4. Identification of the Romanian cultural monuments in Chuprene municipality and of Bulgarian cultural monuments in Calafat Municipality
3.5. Developing a joint programme for the protection and maintenance of Romanian cultural monuments in Chuprene municipality and of Bulgarian cultural monuments in Calafat Municipality

. Elaborating a programme for development of the tourism in the municipalities of Chuprene and Calafat for the period of  2007 – 2013 year.
4.1.
Organizing and holding a two-day meeting  i
4.2. Organization of two work meetings of the team – one in Chuprene and one in Calafat .
4.3. Marketing survey and analysis of the tourist attractions and opportunities in both municipalities
4.4. Maintaining the project for operational programme for the development of the tourism
4.5. Publishing an operational programme in Bulgarian and Romanian language in 100 copies. 
5. Preparation of common advertisement brochures.
6.1. Participation of folk groups from Calafat Municipality in traditional folk festival   in Chuprene municipality. 
6.2. Participation of folk groups from Chuprene municipality at the Holiday of Calafat municipality:
6.3. Round table for young people  – Chuprene
6.4 Meetings of the representatives of the educational institutions from the two municipalities
7.1.Expo “Made in Chuprene and Calafat”
7.2. Preparation of a joint economical profile of both municipalities
7.3. Publication of the brochure  «Invest in Chuprene and Calafat»
7.4. Marketing Campaign of both municipalities
7.5. Research and analysis of the economical potential of the two municipalities in order to be explored the opportunities for creating joint enterprises
7.6. The meeting of the agricultural farmers from the two municipalities
7.7. Programme for supporting the development of the honey production in the region
7.8. Legal analysis of the local legislation of Chuprene municipality in relation to the local economical development and preparation of proposal for changes and new legal acts
8. Popularizing the project and its outcomes.
