Project "The cooperation and partnership – a key for common development" BG2005/017-455.01.03.01.09

Partner: Municipality of Alexandria, Teleorman (Romania) 

Overall objective(s):

• To help overcome the specific development problems resulting from the relative isolation of the border regions Teleorman and Pleven in the framework of national economies, through development of cooperation, creation of partner networks and increasing the capacity on either side of the border for working out, managing and implementation of joint projects with clearly expressed cross-border effect; 
• To cooperate for the improvement of the coordination between the governments on either side and for increasing the administrative capacity.   
• To contribute to the strengthening of the cooperation at different levels in the regions of Pleven and Teleorman for improvement of the economic development and the conditions of living. 

Specific objective: To create a stable basis for common planning and realization of  joint projects in the border region Teleorman and Pleven by working out a 7-year common strategy for economic development and working out ideas for joint projects between the Municipality of Belene and the Municipality of Alexandria. 

Target groups:  

• Local authorities of Belene and Alexandria; 
• Business representatives and agricultural producers in the border region; 
• NGOs; 
•  Associations of businesses and municipalities; 
•  Local and regional media in the border region. 

Main activities: 

• Selection of a group for implementation of the project, which will consist of representatives of the target groups from the two municipalities; 
•  Informing the community on the project – there will be 4 press conferences carried out – one at the start and one at the end of the project in each of the target municipalities, a promotional brochure and a poster;  
• Organizing and carrying out of two 1,5-day trainings in strategic planning for representatives of the target groups from the two municipalities with community participation;
•  Setting up a work group of experts from the two municipalities for coordination and working out a strategy for economic development of region Belene – Alexandria; carrying out not less than 3 meetings of the work group; 
• Working out a Strategy /2007-2013/ for economic development of the two municipalities;  
• Carrying out 3 public discussions;
• Two practical trainings and consultations in preparation and implementation of projects for the realization of the common strategy  and in the Operational programme “Cross-Border Cooperation” – Bulgaria and Romania; 
• Organizing and carrying out work visits /one in each municipality/ for exchange of successful practices and  follow-up steps for joint activities;  
• Printing and distribution of the common strategy for economic development. 

Estimated results: 

• Identified joint necessities and problems and based on them a worked out common strategy for economic development between the Municipality of Belene and the Municipality of Alexandria; 
• Established data base of joint project ideas for realization of the strategy in the structural funds and the Operational programme – CBC – Bulgaria and Romania; 
• Increased capacity of the socio-economic partners in the two municipalities for working out strategies with community participation and for working out projects; 
• Established and/or further developed individual and inter-institutional relations and contacts as a basis for stable cross-border cooperation, mutual exchange of successful practices and development of effective partnership.
