"Ten days ago European Commission balanced the accounts for all our payments in 2007 and approved all Bulgarian expenditures" former executive director of State Fund Agriculture Dimitur Tadarukov said for Nova Television. He added that that meant that all contracts which had been entered into during his office had been flawless. In his words, according to the operative regulations and the financial agreements signed, misappropriations, when found, were to be returned to the EC from the national budget in two years' time, "as for us, we get the money from those who are responsible for the misappropriations", Information Agency Focus broadcasted.

According to Tadarukov out of 3 509 SAPARD projects so far there were problems with about 100 of them which meant that 3.5% were the misappropriations which have not been proved in court and were in process of disclosure. Tadarukov explained that the whole programme should not be discredited by those 3.5%. According to him there was blocking of fund all over Europe and we should not be regarded as "the black dog in Europe".
